Sure, the problems dont arise from inhaling the oils, the problem is applying them to the skin and having them absorbed systemically. The amount of active compounds you could inhale is far far less than would be absorbed.
I happen to like eucalyptus and pine for steam inhalation. I dunno why but mints always make me stuffy. Just me though.
