Letter: Mile plan needs more input from merchants (Miami Herald)
Coral Gables has a long-standing tradition of encouraging citizen involvement
in government affairs. That tradition helps to create a well-informed
citizenry and thus maximizes transparency. During my many years of service to
the city, I have consistently supported that tradition.
In city manager Pat Salerno’s letter ( New ‘assessment’ would benefit Mile,
Soapbox, Feb 5 ), he revealed that his respect for that tradition remains
underdeveloped. His letter is replete with examples of his disquieting gift
for the use of technical accuracy at the expense of the greater truth.
First, consider the manager’s defense of the public notice he provided
regarding his intention to initiate the process that will lead to the
imposition of a “special assessment” on certain downtown property owners. His
assertion that the “proposed resolution was advertised four times” is
simultaneously accurate and misleading. Those ads were placed in a small
circulation newspaper instead of the Miami Herald where people might actually
have seen them. Numerous other outlets could also have been used to spread the
word.
The manager rejected the characterization of a “special assessment” as a “tax”
and he was technically correct. However, the importance of that distinction is
substantially diminished by the …
